Finance & Financial Control Manager

Lead accounting, financial planning, cash management and internal financial controls.

Work pattern

40 hours per week; five eight-hour days, Sunday–Thursday, 08:00–16:00.

Responsibilities

• Lead budgets, cash-flow forecasts and financial plans, and review actual performance against approved targets.

• Manage monthly and year-end accounting close, financial statements and management reporting.

• Oversee cash, banking, receivables, payables and approved foreign-currency payments within delegated authority.

• Establish accounting policies, financial controls and separation of preparation, approval and reconciliation duties.

• Monitor airport revenues, parking collections and contract-related billing, and investigate significant differences.

• Oversee payroll reconciliations with HR and service providers, including tax and social-security records.

• Coordinate applicable tax filings, financial reporting obligations and supporting documentation.

• Maintain financial oversight of assets, project expenditure and supplier commitments.

• Coordinate external audits and provide evidence, responses and corrective-action follow-up.

• Evaluate the financial implications of contracts, purchases and investment proposals.

• Supervise finance staff, accounting systems and reporting deadlines, and protect confidential financial information.

• Report financial risks, liquidity pressures and control failures to management with recommended actions.

Requirements

• Degree or professional qualification in accounting or finance.

• At least 5 years in finance/accounting, including responsibility for reporting, payment controls or a finance team.

• Arabic and strong English; knowledge of Libyan tax, payroll and financial reporting; Excel and accounting software skills.

Nice to have

• Professional finance certification, aviation or infrastructure finance experience, and knowledge of International Financial Reporting Standards (IFRS).
