**General Purpose of the Job**

Leading and managing the engineering studies and design works of the company, and supervising the preparation, development, and review of studies, drawings, designs, specifications, and bills of quantities. This ensures delivering high-quality technical and engineering solutions that comply with project requirements, contracts, and approved standards, as well as supporting the company in preparing tenders and bids, studying project opportunities, and achieving optimal technical and economic solutions.

**Main Duties and Responsibilities**

Lead and manage the operations of the Studies and Designs Department, set work plans and priorities, and monitor their implementation according to the company and project needs.

Supervise the preparation of engineering and technical studies for projects, and evaluate the technical, operational, and execution requirements for each project.

Supervise the preparation and review of engineering drawings and designs, ensuring their accuracy, integration, and compliance with approved specifications, standards, and client/owner requirements.

Review and approve technical documents, drawings, specifications, and bills of quantities within authorized limits.

Study engineering and technical alternatives and solutions, and propose the most efficient options from technical, economic, and execution standpoints.

Supervise the preparation of bills of quantities, technical specifications, preliminary estimates, and estimated costs for projects in coordination with relevant departments.

Participate in preparing and studying tenders, technical and commercial proposals, analyzing the scope of work and technical requirements, and identifying risks and conditions affecting execution and cost.

Review tender documents, contracts, specifications, and technical drawings to ensure clarity of the scope of work and technical requirements prior to entering the execution phase.

Coordinate with Project Management to review the buildability of designs and drawings, and follow up on technical notes and modifications that arise during execution.

Supervise the review and approval of technical modifications and changes to designs and drawings, and study their impact on cost, duration, and execution quality.

Coordinate with consultants, engineering firms, clients, owners, and contractors regarding technical requirements, studies, and designs.

Supervise the work of engineers and designers, assign tasks, monitor progress and output quality, and evaluate performance.

Ensure the integration of engineering works across various disciplines, coordinating between civil, architectural, mechanical, electrical, and other works according to the nature of the project.

Review technical issues facing projects, participate in root cause analysis, and propose appropriate engineering solutions in coordination with Project Management.

Study and analyze future project needs and provide technical recommendations to assist senior management in decision-making regarding projects and investments.

Participate in studying new project opportunities, evaluating technical requirements, execution capabilities, risks, estimated costs, and technical feasibility.

Contribute to developing a technical database for the company, including studies, drawings, specifications, bills of quantities, costs, and technical references from previous projects.

Develop and update operating procedures and standards for studies and designs to enhance output quality and minimize errors and revisions during execution.

Follow up on the utilization of modern engineering software and technologies, and assess their applicability for developing studies and design operations and digital transformation.

Review technical reports and studies prepared by the department and submit necessary recommendations to senior management.

Track lessons learned from past projects and utilize them to improve designs, studies, and technical practices for future projects.

Ensure compliance with approved technical standards and specifications, as well as quality, safety, and relevant regulatory requirements.

Carry out any other job-related duties or responsibilities assigned by senior management.

**Academic Qualifications**

Bachelor's degree in Engineering, preferably Civil, Architectural, Mechanical, Electrical, or any engineering discipline related to the company's activities.

A Master's degree in Engineering, Project Management, Engineering Management, or Business Administration is preferred.

Professional certifications in project management, contract management, engineering design, or cost management are preferred.

Proficiency in using design, engineering, project management software, and office software relevant to the nature of the work.

**Required Experience**

A minimum of 12 years of practical experience in engineering studies and designs, preferably within contracting companies or engineering consultancies.

A minimum of 5 years of experience in a managerial, leadership, or supervisory role.

Practical experience in managing, preparing, and reviewing studies, designs, drawings, specifications, and bills of quantities.

Experience in multidisciplinary contracting projects and design and execution phases.

Experience in preparing and reviewing tenders, technical proposals, preliminary estimates, and costing.

Experience in coordinating with clients, consultants, engineering firms, contractors, and project owners.

Experience in large, multidisciplinary, or technically complex projects is preferred.

**Authority and Powers**

Direct and supervise staff in the Studies and Designs Department within the approved organizational structure and authorities.

Assign tasks and duties to engineers and designers, and monitor progress.

Request technical data, information, and documents necessary for preparing and reviewing studies and designs.

Review and approve technical documents within authorized limits.

Provide technical opinions and recommendations regarding projects, tenders, and engineering modifications/changes.

Directly coordinate with consultants, engineering offices, clients, and relevant entities within the limits of authority.

Submit technical recommendations to senior management regarding alternatives, solutions, risks, and project-related decisions.

Propose the development of work systems, procedures, software, and technical tools required to increase the department's efficiency.

**Work Relationships**

The Studies and Designs Department Manager liaises directly with Senior Management, Project Management, Procurement, Finance, Contracts, and other technical departments, as well as clients, consultants, engineering firms, contractors, and project owners according to the nature of the project.
